Cliff is a 1979 Graduate of Bowling Green High School. He attended Southeast Missouri State University, Western Kentucky University and Eastern Kentucky University.

Cliff was hired by the Bowling Green Police Department in 1984 and retired from there in 2004. He spent thirteen years as an Investigator in the Criminal Investigations Unit.

In September of 2004 Detective Meeks started at the Warren County Attorney’s Office as its first detective. Detective Meeks is in charge of the Bad Check Division and assists in the daily operations of the office. He is also a liaison between the Bowling Green Police, Warren County Sheriff’s Dept, and the KSP.
